Blue Sky Zone author

Pretty sure it's Tets, but not 100% so I left it out of the page. Blue Sky's readme style matches Snow Hill's; compared:

Description:
  Blue Sky Zone is based on a temple-like structure, several thousand feet above the planet. There is a main platform on the outer edge of the level with a number of stone pillars supporting the ceiling above it. These platforms can be very useful for avoiding being hit by rings, as there are a lot of them. Within this portion of the level are three large, rounded (as round as you can make them without looking like arse) pillars. The center pillar extends the entire height of the level and a platform moves up and down its length. At its base is a small plot of grass. The other two pillars support two separate pools of water at roughly the same height as the outer platform. As in most sky-based levels, it is not wise to fall off of any platforms, as that results in instant death.

Description:
  Snow Hill is my first real original creation for SRB2. It was created for Mystic's level design contest. One might complain that they can't see where one sector ends and another begins because of the snow texture, but that's just the way snow is sometimes. It's the same way in real life.
  This map features a fairly large pond in the center, covered by a sheet of ice with holes in it, which can be useful for taking refuge if you find yourself short on rings. But be careful not to be caught in there with the enemy, as it can be hard to escape. There is also a fenced in no-tag zone, which I'm sure is self-explanatory.

According to this [1] archived page it looks like it's by Tets, so you seem to be right I think. =P
